I grew up on a farm in New Zealand. A spanner has a job. A screwdriver has a job.
You can use either to wedge a door, fix a cupboard or tighten a wheel nut. In a pinch, that may get you moving. Keep doing it and eventually the duct-tape fix gives way.
AI is no different. It is useful when it has a clear job, a clear outcome and sensible boundaries.
So the order matters: start with the work, then choose the tool. People, process, existing systems, AI — or nothing new.
